That’s an example of a priming question. Like asking “do you think criminals should be prosecuted”. It primes your response for the next question. It persuades the person to think there is a rampant and problematic flood of illegal immigration into the country.

There are records of them entering so I presume it’s trivial to identify them and deal with them.
