I would consider a link redirect the same as linking, assuming its sole purpose is to send you to X/Twitter. That is identical behavior to an X/Twitter link. As mentioned, a username is sufficient if that is the only source available. You could also just continue to link to xcancel despite it not working now, because I wouldn’t be surprised if it eventually comes back up.
