Power limited and undervolted i5-13600k vs i5-13500

Hi,

I am looking at building a SFF with a ASRock Z690M-ITX/ax motherboard. It will probably be in an air cooled Fractal Terra. From what I understand I will need to power limit and undervolt a i5-13600k due to the poor cooling (probably at 70W based on this great post). Is it still worth getting a i5-13600k after the power limit & undervolt, or should I just get an i5-13500? Will the Asrock be fine for this (I see it has problems once you start overclocking).
