Ryzen 9 5950x temps look weird and confusing to me,

the processor temperature at idle is ~42C but When browsing the internet and doing simple stuff like opening new tabs. switching between windows the temperature quickly increases to ~65C and then comes back down after a few seconds. In that brief moment, I see some of the cores touch 5GHz.

Is Ryzen boosts aggressively when any task ? is it normal?

any tweaks to reduce this aggresivity?
