“Fish” are just a bunch of robots out in the water until a certain point, to fool you into thinking they’re everywhere in the ocean. The government has military bases in the ocean so they use the “fish” to distract you and they are essentially cameras used so that they know if you are going where they don’t want you to go. Another thing, do you really think something like that could exist? Things can’t breathe underwater. All the history where “fish” have been in, is made up by the government, to brainwash you from the start.
