Riker is way too happy about his commanding officer going on shore leave.

He was trying to encourage Picard to make the most of shore leave… If a bit too bold in the presence of his Imzadi.
Everyone seemed to be having so much fun. Seeing Deanna cheer to Picard getting embarrassed when Vash explained they weren’t offering jamaharon.
What grabs me most, is seeing Max Grodénchik in his first Ferengi role prior to Rom.

Apparently Armin credits Max with shaping the Ferengi we see in DS9, with this episode.
Thankfully, they pivoted far away from that starting point. Season 1 Rom starts out as the prototypical Ferengi. Where he ends up is a showcase for the best character growth we’re likely to see in our lifetimes.
Well at least her was a better and more consistent depiction than what we had in “The Last Outpost” and “The Battle”.
And yes, I would trifle with those Ferengi.
If a bit too bold in the presence of his Imzadi.
I figure Riker stopped holding things of that nature back in front of Troi, after he realized that between her empathy and knowing him well, he wasn’t fooling her, anyway.
That’s the first bad play I’ve seen you make. If you can bring happiness into Deanna’s life, nothing would please me more. You know, you’re really not such a bad sort, Ral. Except you don’t have any values - beyond the value of today’s bid, that is. Deanna is just the woman to bring some meaning to your sorry existence, if you’re smart enough to take it. I doubt that you are. To the last mile.

You may be projecting some mononormativity on those two.
I feel that the writers chipped away at this dynamic in the later seasons, which is too bad. But imagine the compersion you’d feel as a betazoid!
“You say you’re a trombone player? I’ve got just the thing for you… Have you heard of the rusty trombone?”
Riker was always looking for new and imaginative ways to get his leg over.
