Surely it would place a massive asterisk on all the trophies won during his time at Man City? In future discussions on the greatest manager would this be a talking point which stains our perception on him? Or will he still be lauded as the greatest by some despite the wider context?

He’s entire legacy is that he takes the richest team in the league that’s loaded with stars and is extremely successful with them. That is exactly what he did at Bayern and Barcelona.
Just because Man City cheated to be the richest team in the league doesn’t change how we perceive Pep’s performance. We already knew they were the richest team in the league and cheated to get there before Pep joined the club.
Ill gotten gains. Wouldn’t have had near the success if he wasn’t able to buy exactly what he needed to win. Man City wouldn’t have been able to attract those players if they didn’t do some dubious things to get to the top. And if they wasn’t at the level they got to because of said things pep wouldn’t have even gone there
Can I ask you a question. How much success would Messi have had if he wasn’t taking growth hormone early in his career (don’t even know if he stopped)? And yeah, don’t give me the “he needed it for his growth deficiency BS”.

Could not agree with this more. Before this whole thing came out everyone just thought the rules were never enforced, not that Man City didn’t break them. The only surprise if punishment is handed down is that they actually enforced something.
I don’t see how that changes how we feel about Pep. If you thought he was a fraud before, you’ll feel vindicated. If you thought he was the greatest manager ever, you’ll think that it doesn’t matter how he got his players, he made them play amazing.

I think everybody knows that he’s the best manager in the world if you have a high quality squad and excessive resources. However, if you’re more of an underdog and/or have less to regularly spend, there are certainly more proven managers in that regard who could probably do more with that team.
