Reminds me how Pax Romana, Pax Britanica, and now of course Pax Americana are all peace in terms of outright state on state conflict, but all were/are engaging in massive amounts of social murder and class war under that “peace”
That is how European empires maintain stability on their colonies. They divide the colonized people into different castes and allow a person to break the law without consequence if they are violently exploiting the lower class.
