It is enough to keep a bunch of old car makers alive, but they are going to have problems to export their cars and foreign cars will be cheaper and better due to higher production numbers and competition. Also at least some in the US understand that EVs are superior.
EDIT: This is going to impact oil producers as well. So less money for lobbying.
