No, I’m just not familiar with maritime etiquette. I don’t think you can compare that to vehicles on land. When someone’s on the shoulder and you are someone there helping them, there’s no expectation for anyone else to also stop and offer assistance.
It does seem strange to me that so many others would be though.
When we went on SAR when my ship was ready duty, we weren’t the only ones that responded.
EDIT: Closet boat is expected to render assistance. All boats in area are supposed to respond and offer aid if capable.
Boats of that size would have multiple radios over multiple bands and would be required to monitor the international emergency channel. The second radio is used for normal ship to ship communication and you would have asked for their channel before switching to it.
The emergency channel was not used. The boat simply ran out of fuel, in calm seas, just outside the harbour. It made requests for assistance on normal channels.
Look at you defending a billionaire. If his boat was nearby it should have acted.

It’s not unusual for multiple emergency vehicles to shiw up at a scene on land. Same thing can happen at sea.

They were also directed by the coast guard.
But not as an emergency.
