So, Data can create a robotic body. We have seen it with Lal. It can be Fully Functional. Lal’s issue was a cascade failure of her positronic brain, her body was fine. You probably wouldn’t need a fancy positronic brain to run Minuet’s programming in a robot, she can already run on the ship’s computer. She just needs a head-sized computer. Pop that in there. Boom, Minuet is there. In the flesh, so to speak.
She was using the entire ship’s compute IIRC, because the Bynar were making upgrades and everyone else was evacuated. I think her programming was pretty advanced
That being said, they managed to fit Moriarty in a cube… so *shrug*
