They don’t even need to do that they can just declare a trade embargo on usa and any intermediaries that attempt to circumvent that ban. Its completely legal under international law and as the largest importer of Venezuelan oil is a reasonable response to being denied their right to trade.
From what I heard China is actually being paid for some ‘massive’ loans it gave to Venezuela with (at least some of) that oil, so the usa actually could just be stealing a Venezuelan payment to China, which might not have been the case with any of the thefts so far but will likely be happen if the thefts continue.
