The FA has said it is prepared to review evidence of potentially serious breaches of agent rules in a transfer involving Tottenham Hotspur, Portsmouth and Jermain Defoe
It would not surprise me that if an investigating body was given full access to all records and documents pertaining to a club, they would find most if not all clubs breaching rules.
The only thing that would remain consistent is the effort in which they’ll go to punish lower league clubs and be asleep for bigger clubs. Not sure why this Spurs thing is coming to light again. I thought this was already known.
