It may be Paris. I haven’t lived or worked there but a lot of French folk told me that people there interact differently than in other parts of France. I worked in a intra-governmental organisation in Toulouse and the people at work, colleagues from other organisations and the people I met outside work all seemed pretty easy going.
I think you should stay in Germany.
Just learn some German - it doesn’t have to be much, just make a start. I worked near Munich for a while and then lived in Hessen for many years - many/most Germans I met spoke English and many Germans were keen to practise their English with a native speaker. Also, Munich has residents from many different nations - your friendship group doesn’t have to be entirely German.
Depending on exactly what sort of coverage you need, you could get a number of outdoor wireless access points to cover an area and/or use pairs of directional antennas, connected to access points with removeable antennas/antenna connections, to create wireless links between locations. Some dish antenna setups can carry WiFi signals over a few kilometres.
A few CCTV cameras are unlikely to overload your hub (broadband router?) but there is something to be said for having routers handling routing (i.e. your broadband Internet connectivity) and switches to handle switching (providing cabled Ethernet connectivity). This also means that your cabled connectivity and any wireless access points connected to it don’t need to change if you change your ISP and get a new hub/broadband router.
Germany and any of the the Scandinavian countries might fit your requirements. The tricky part would be gaining a visa that would allow you to live and work in the EU/EEA.
Racism is something you should consider/be prepared for. If you are used to living in your own country, it may be something that you have not really experienced. While north west Europe doesn’t have the same level of racism as the USA, it does exist.
