CIA Director John Ratcliffe called the documents, drawn from daily intelligence briefings to Presidents Bill Clinton and George W. Bush, “the single largest release of CIA analysis related to 9/11 ever.”
We know. It’s been known for a while that the government had a threat about 9/11. It’s why then-President Bush was in Florida rather than Washington DC that morning. It was just suspected, but the threat was credible enough to move the president.
If they put all their resources into addressing every threat, they wouldn’t drop any of them. Steps were taken. They just didn’t take enough. But if they took enough steps with every threat, well, they don’t have the resources for that.
Most of us realise they did what they could with how credible the threat seemed at the time.
