AFAIK there are Ethernet to Lightning/Micro USB/USB C adapters and if there were I’d never ever use them. POE is meant for networking and Ethernet stuff not charging your cellphone.

IMHO there’s no way any automation is going to help or solve your issue. He’s a dog. He does dog things. You’ll just have to watch him.
